Q4.) Explain the various components of chemical goods. What are the responsibilities associated with the chemical industries?

Ans: Chemicals are one of the key input materials that are used across a wide range of industrial and consumer sectors. On account of its wide-ranging application, the chemical manufacturing sector has emerged as a key economic activity in the country. India is the third-largest producer of chemicals in Asia and the sixth-largest in the world. This industry occupies an important position in meeting basic needs and improving the quality of life. 

In addition to this, this industry is the cornerstone of industrial and agricultural development of the country and provides building blocks for several downstream industries such as Organic Chemical Industry, Petrochemicals, Pharmaceuticals, etc. 


Petrochemicals Industry: With the growth of about 18 percent per annum during the 1990s, the Indian petrochemicals achieved importance in the Indian industrial scene. The industry comprises synthetic fibers, polymers, elastomers, synthetic detergents, and performance plastics. The Indian Petrochemicals Corporation Limited (IPCL) is the leading producer of petrochemical products and has a naphtha based plant at Vadodra (Gujarat), Nagothane (Maharashtra) and gas-based complexes at Dahej in the Bay of Cambay (Gujarat).


Drugs & Pharmaceutical Industry: The pharmaceutical industry is one of the oldest in India. The Indian pharmaceutical industry is at the top of the chart amongst India's science-based industries with wide-ranging capabilities in the complex field of drug manufacture and technology. The drugs and pharmaceutical units are mostly located in Kolkata, Mumbai, Ahmedabad, Vadodara, Delhi, Pune, Rishikesh, Indore, and Jaipur.

Oil and Gas: At present India is the fourth big oil consumer in the Asia-Pacific region after Japan, China, and South Korea. India's oil industry was one of the most regulated segments. The oil and gas sector plays a major role in influencing decision making for all the other important sections of the economy. The government has allowed 100 percent FDI in many segments of the sector, including natural gas, petroleum products, and refineries, among others.


Alcohol-based Chemicals: Alcohol-based chemical industry has been subjected to the vagaries of molasses prices. Raw material supply and price, which are crucial to this industry, are today inextricably linked to the sugar economy and state-level policies. Large sugar producers now prefer to operate integrated complex manufacturing not only sugar but also paper and organic chemicals. The alcohol-based chemical industry can be safely said to stay the way it is.


Specialty Chemicals: The specialty chemical industry is a high margin segment and continues to be dominated by the technologically strong multinational companies. Indian companies do have a reasonable presence in this sector and are likely to increase it with improved R&D in many companies.


Responsibilities Associated with Chemical Industries: 

The chemical safety and security management program is designed to provide practical knowledge and experience in the field of chemical safety and security for all participants involved in activities related to chemicals, including hazardous materials. The program aims to strengthen governance in public safety and security, particularly as regards the safety of citizens. The goal of chemical safety management is to reduce risk to society at all levels. A principal means for doing so is to promote greater standards of professionalism, the development of which will be incorporated into the training modules. Each module will have a specified set of training objectives and at the end of each module, trainees will need to pass a test. 

An important part of chemical management is to define responsibility and authorities. In respect of the responsibility for handling chemicals, the production manager, environmental coordinator and purchasing manager all play key roles. Some companies have also established a Chemicals committee, which is also of great importance when working with chemicals. There are also a number of other staff who play important roles in environmental work as a whole. It is usual for the environmental coordinator, tasked by the Managing Director, to describe how environmental work is to be organized and to prepare a basis for written delegation concerning environmental and health questions in respect of chemicals. The production of this document often results in the need for efforts to raise the level of competence being identified.
